Tester will light on back of fuse when fuse is open (ignition on). Meter should either show "0VDC", or "battery voltage" when checking both fuse tabs on the back side of the fuse to ground. You'd have to remove the upper timing covers and then set the crankshaft pulley to TDC (align it with the mark).
